Knowledge and skills are the driving forces for social development and economic growth for any country. As there is a shortage of workforce, companies suffer from the lack of employees equipped with skills that are necessary for the current job market. In response to that, demand-supply mismatch, education needs to adapt in order to provide students with knowledge and skills so they become part of the ‘skilled’ workforce as soon as possible. That is why National Education Policy 2020 emphasized on mainstreaming vocational training in every sector thus helping students become prepared for a work environment they will be entering after high school.

What is Skill Hub?

Skill hubs are skill centers that were created to give target population segments (usually students in class 6-8th grade on a vocational path) the opportunity to learn more about the world of work, what kind of jobs are out there, and how to be successful with some hands on engagement with various kinds of companies for an introduction (so called “bagless days”).

About the Scheme

Skill Hubs are nodal skill centres identified to provide skill development and vocational training opportunities to target population segments from class 6-8th (introduction to world-of-work through orientation, industry visits, bag-less days), 9th to 12th (aimed at exposing students to skill development avenues), school dropouts and out-of-education (aimed for academic credit, mainstreaming back to education and or apprenticeship and employment linkages).

The Skill Hub scheme envisages leveraging the existing infrastructure of the school after school hours as a “Skill Hub” focusing on the introduction of the skill training program in the education ecosystem to realize the intent of New Education Policy 2020 which mentions at least 50% of learners will have the exposure to Skill Education by 2025.

Under this PMKVY 3.0 scheme, the school infrastructure, in general, and Skill Education infrastructure, in particular, can be used optimally after school hours, on weekends, holidays, summer vacations. This Skill Hub initiative will give the school recognition in the neighborhood.

Independent schools affiliated with CBSE (Central Board of Secondary Education) may start Skill Center/Skill Hub in the school premises on a fee-based model. Detailed guidelines for the operationalization of the “Skill Hub Initiative” under Pradhan Mantri Kaushal Vikas Yojana 3.0 (PMKVY 3.0) are enclosed.

What is the Skill Hub Initiative (SHI)?

The ‘Skill Hub Initiative’ is a government policy. This initiative will ensure that the training programs for skills integrate into educational ecosystems. These efforts will help NEP 2020, and create opportunities to be more in-line with NSDP 2015.

What are the objectives of the SHI under PMKVY 3.0?

In full roll-out of SHI, the scheme is aimed at the following:

Provision of permanent vocational infrastructure and resources for skilling
To ensure contiguous availability of skill centres for ease of candidates
Introduce vocational learning at an early stage with multiple well-defined pathways for candidates to continue with their chosen vocations
Provide vocational offerings for target segments including in-school, dropouts and out-of-education candidates
Align the vocational offerings at all levels with overall economic and local economy needs

The SHI will be implemented by whom?

The ‘Skill Hubs Pilot’ would be implemented under PMKVY 3.0 through National Skill Development Corporation (NSDC) with the support of State Skill Development Missions (SSDMs), State Education Department/Agencies and District Skill Committees (DSCs). The NSDC shall be responsible for the majority of jobs related to the registration and tracking of trainees through their training period by registering them in the Skill India Portal. The PMKVY 3.0 Guidelines are the governing rules pertaining to this program.

Type of Training Centres/Institutes imparting training under this scheme?

Training under the Skill Hub Scheme shall be imparted through Schools, Pradhan Mantri Kaushal Kendras (PMKKs), Industrial Training Institutes (ITIs), Engineering Colleges, General Education Colleges, Polytechnics, Rural Self Employment Training Institutes (RSETIs), JSS centres, NIELIT centres and MSME Skilling Institutions and other Central/State institutions as the case may be.
